This was due to thin trade. Many Vietnamese converters were heard to be
importing plastic bales in order to recycle for their European customers. Participants
were worried about the recent regulatory changes that further restricted
plasticwaste exportsfrom the EU to developing and Organization for Economic
Cooperation and Development. They also wanted to ensure that their
finishedproduct customers in Europe had access to recycled plastic bales. Recyclers
believe that the biggest challenge in 2023 will be to ensure sufficient
post-consumer bale supply to meet both current and future demand for new
