that the strong US dollar has kept import interest low. They also noted
that recycling is moving slower than expected because prime resin
has been cheaper globally. Some

prefer to pay the penalty than use recycled resin because it is cheaper
globally. Sources say it takes time to
collect enough waste and produce high quality pellets for export. The
